There are schemes like PACT which reward collaboration between multinational corporations and small and medium-sized enterprises (SMEs), just as there were schemes like the Local Industry Upgrading Programme in the past, said MP Leon Perera in Parliament on Tuesday (Mar 2). But have Singapore's SMEs grown into regional and global players helped by the schemes? He asked if Singapore's economic agencies regularly audit these schemes to weigh the cost in terms of cash outlay and so on, versus the benefit in terms of job creation and economic multipliers.
