While the Additional Buyer's Stamp Duty (ABSD) has helped to ease excessive demand for property investments, it has also hindered Housing and Development Board (HDB) owners from upgrading to private properties, said MP Louis Chua in Parliament on Friday (Feb 26). He questioned the absence of the ABSD remission for HDB owners transitioning to private properties and its rationale.
